Foreign ministers and senior diplomats of the world\u2019s nations are in the chamber. Implicitly before them is the proposal \u201c<a href=\"\/?p=116582\" target=\"_blank\" rel=\"noreferrer noopener\">To the Governments of the United Nations: A Policy To Bring Peace and Development to Southwest Asia<\/a>,\u201d circulated since May 17 by the Schiller Institute and the International Peace Coalition \u2014 the operational synthesis of the four-point regional framework former Turkish Prime Minister Ahmet Davuto\u011flu set out at the May 15\u00a0<em>EIR<\/em>\u00a0Roundtable and the Extended Oasis Plan proposed there by Helga Zepp-LaRouche.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two days later, on Thursday May 28, Wang Yi\u00a0<a href=\"https:\/\/eir.news\/2026\/05\/news\/wang-yi-to-attend-may-28-meeting-of-un-group-of-friends-of-global-governance\/\" target=\"_blank\" rel=\"noreferrer noopener\">participates<\/a>\u00a0in the Group of Friends of Global Governance meeting in New York \u2014 the 43-country coalition, predominantly drawn from the Global South, launched at the UN on December 9, 2025 to advance President Xi Jinping\u2019s Global Governance Initiative. Across the same window, the Russian Federation opens its First International Security Conference in the Moscow region with 140 delegations from 120 nations. And the foreign ministers of the United States, India, Japan, and Australia\u00a0<a href=\"https:\/\/eir.news\/2026\/05\/news\/quad-foreign-ministers-convene-in-new-delhi-on-the-same-day-as-un-charter-debate\/\" target=\"_blank\" rel=\"noreferrer noopener\">convene the Quad<\/a>\u00a0in New Delhi the same day as the UNSC debate. Multiple diplomatic architectures, on parallel display in a single week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The present moment will not wait. Russia\u2019s Foreign Ministry today announced a sustained campaign of strikes against the Ukrainian defense-industrial complex in Kiev, with\u00a0<a href=\"https:\/\/eir.news\/2026\/05\/news\/russia-warns-foreign-diplomats-to-leave-kiev-announces-systematic-strikes-on-defense-industry\/\" target=\"_blank\" rel=\"noreferrer noopener\">explicit warnings<\/a>\u00a0to foreign diplomatic personnel to leave the city \u2014 and Foreign Minister Sergei Lavrov phoned U.S. Secretary of State Marco Rubio to inform him personally. The May 23\u201324 retaliation that triggered the announcement used an Oreshnik intermediate-range ballistic missile \u2014 nuclear-capable, with no NATO defense against it. But to read this only as retaliation for Starobelsk is to miss the longer shape of what is happening. Across the Russian expert and political spectrum \u2014 from Karaganov and Trenin to Medvedev, Ryabkov, and Polyanskiy, with senior military analysts naming twelve European drone-production sites as legitimate targets \u2014 the question being asked aloud in Moscow is no longer whether to escalate, but how, and against whom. Helga Zepp-LaRouche\u00a0<a href=\"https:\/\/eir.news\/2026\/05\/news\/iclc-call-with-helga-zepp-larouche-may-25-2026\/\" target=\"_blank\" rel=\"noreferrer noopener\">warned on Monday<\/a>: \u201cI am really extremely concerned that this thing can go out of control very, very quickly.\u201d Whether the human race survives this passage is not an idle question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Iran picture is mixed, and possibly more hopeful \u2014 but against a coordinated effort to render it moot. Iranian Parliament Speaker Mohammad Bagher Ghalibaf (re-elected today), Foreign Minister Abbas Araghchi, and Central Bank Governor Abdolnaser Hemmati\u00a0<a href=\"https:\/\/www.presstv.ir\/Detail\/2026\/05\/25\/769264\/Iran-Qatar-Qalibaf-Araghchi\" target=\"_blank\" rel=\"noreferrer noopener\">arrived in Doha<\/a>\u00a0for talks on the terms \u2014 frozen-assets release, Strait of Hormuz, uranium enrichment \u2014 that Pakistani and Chinese mediation have brought close to closure. The same day, Israel launched its\u00a0<a href=\"https:\/\/www.timesofisrael.com\/liveblog-may-25-2026\/\" target=\"_blank\" rel=\"noreferrer noopener\">largest wave of attacks<\/a>\u00a0on southern Lebanon in months, and the U.S. military\u00a0<a href=\"https:\/\/www.cnn.com\/2026\/05\/25\/world\/live-news\/iran-war-us-peace-deal\" target=\"_blank\" rel=\"noreferrer noopener\">carried out<\/a>\u00a0what CENTCOM called \u201cself-defense\u201d strikes on Iranian missile launch sites, small boats, and two empty Iranian-flagged tankers near the Strait. A last shot before a peace agreement, or a deliberate effort to scuttle it. The deal as currently structured \u2014 sanctions relief in exchange for nuclear concession \u2014 remains, as Trita Parsi\u00a0<a href=\"https:\/\/eir.news\/2026\/05\/news\/trita-parsi-a-devastating-strategic-defeat-for-tel-aviv-if-the-iran-deal-survives\/\" target=\"_blank\" rel=\"noreferrer noopener\">argued<\/a>\u00a0on May 23, hostage to whoever next chooses to break it. The structure that would actually hold is the one Davuto\u011flu and Zepp-LaRouche have set out: a regional security architecture combined with the Extended Oasis Plan, a layered diplomatic and developmental order that makes war impossible among countries whose economies and cultures have come to depend on each other\u2019s success.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pope Leo XIV\u00a0<a href=\"https:\/\/eir.news\/2026\/05\/news\/pope-leo-xiv-issues-ai-encyclical-echoing-rerum-novarum\/\" target=\"_blank\" rel=\"noreferrer noopener\">released his first encyclical<\/a>,\u00a0<em>Magnifica Humanitas<\/em>, on Monday. It had been signed on May 15, the 135th anniversary of his namesake Leo XIII\u2019s\u00a0<em>Rerum Novarum<\/em>\u00a0and the same day as the\u00a0<em>EIR<\/em>\u00a0Roundtable. Leo XIV\u2019s central arguments \u2014 that the pursuit of profit cannot justify the systematic destruction of jobs, that autonomous weapons cannot be allowed to make use-of-force decisions, that the moral fitness of civilization is what is finally at stake \u2014 echo, in another voice, the framework EIR and the Schiller Institute have placed before the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That the proposal now in the UN\u2019s hands has been carried by the Moscow-based journal\u00a0<em>New Eastern Outlook<\/em>\u00a0\u2014\u00a0<a href=\"https:\/\/eir.news\/2026\/05\/news\/russian-journal-new-eastern-outlook-publishes-synthesis-of-oasis-plan-davutoglu-framework-and-larouche-vision\/\" target=\"_blank\" rel=\"noreferrer noopener\">written<\/a>\u00a0by an IPC contributor, Tamer Mansour, who reconstructs Lyndon LaRouche\u2019s 1990 dictum that \u201cwithout a policy of economic development, the Arabs and Israelis have no common basis for political agreement: no common interest\u201d \u2014 is a concrete measure of how far the Davuto\u011flu-LaRouche framework has traveled in just ten days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question Davuto\u011flu answered at the May 15 Roundtable is the question put to the foreign ministers this week: \u201cThe best way to peace is economic interdependency. There is no other way. Whenever you have economic interdependency, nobody will be starting a war.\u201d It is also the question Lyndon LaRouche pressed on Western policymakers from 1990 onward. Writing from his prison cell in February 1991 to mark the centenary of\u00a0<em>Rerum Novarum<\/em>,\u00a0<a href=\"https:\/\/larouchepub.com\/lar\/2025\/5221-on_the_100th_anniversary_of_re-lar.html\" target=\"_blank\" rel=\"noreferrer noopener\">LaRouche warned<\/a>\u00a0that \u201cany society which defies those considerations is threatening its own continued existence \u2026 a society which is not only losing the moral fitness to survive, but which, by God\u2019s clock, will not long survive in its present form.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zepp-LaRouche made the case again today in the same idiom: \u201cUnless we succeed in getting a debate on the need to have a new security and development architecture, which must take into account the interest of every single country, it will not work.\u201d Whether tomorrow\u2019s UNSC debate gets us that conversation, or whether the diplomatic moment is allowed to pass, is genuinely uncertain.
