This<br>Minsk Agreement acquired the character of international law with UN Resolution 2202. How do<br>the representatives of the \u201crules-based order\u201d deal with international law?<br><br>For years they have repeated the mantra that the sanctions against Russia could be lifted only if <br>the Minsk Agreement was to be fully implemented.
