This is &#8222;Dialogue.&#8220;\u00a0 I&#8217;m Wang Rui.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Welcome to our show.\u00a0 Do you think the rest of the world has<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">developed a better understanding about the Belt and Road<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Initiative after so many years of debates, discussions and media<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">fanfare since 2013?<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">HELGA ZEPP-LAROUCHE:\u00a0 Well, I would think that the people of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Asia, for sure.\u00a0 I just attended the Conference on Dialogue of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Asian Civilizations, and the reaction to Xi Jinping&#8217;s speech was<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">really extraordinary, because people realized that they are<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">participating in the evolution of a completely new system of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">international relations, which is overcoming geopolitics.\u00a0 I<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">think people are sick and tired of confrontation and war as a way<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">of solving problems, and they appreciate very much that every<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">conflict on the planet can be solved through dialogue.\u00a0 So, I<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">think this is very well understood in Asia, in Africa, even some<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">of the Europeans are becoming very enthusiastic.\u00a0 As matter of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">fact 22 of 28 EU nations are already cooperating.\u00a0 So I think the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">rest will be a question of time.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">YANG\u00a0:\u00a0 But it seems the top concern of the EU about the BRI<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">has been the issue of transparency.\u00a0 Bill, what do you make of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">their concerns?<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">WILLIAM JONES:\u00a0 I think a lot of it is a tempest in a<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">teapot.\u00a0 The Belt and Road Initiative has been transparent to the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">people who are receiving the investment, who are benefitting from<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">it.\u00a0 There is also an issue that people can see what&#8217;s happening<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">on the ground, with the improvement of the general conditions of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">life of the people who are recipients of the Belt and Road<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Initiative.\u00a0 The reason that there&#8217;s this objective is, however,<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">that people are concerned, on the one hand, that it has been a<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Chinese initiative, not an initiative taken by the European<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Union.\u00a0 It is also breaking with the policies of the EU and of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">the West generally, of demanding conditionalities for any<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">investment that&#8217;s made in places like Africa, India, and Asia.<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">China has been intent on building infrastructure:\u00a0 They don&#8217;t<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">demand certain conditions which are not necessary, and they&#8217;re<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">not concerned about the different political systems that exist in<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">those countries:\u00a0 The goal is to improve the lives of the people,<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">and people can see that on the ground.\u00a0 And the objections that<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">are raised to the so-called &#8222;transparency&#8220; issues, I think are<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">just an attempt to stop the momentum that has been created.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">YANG\u00a0:\u00a0 Helga, it seems, some of the member states of the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">European Union are starting to break the silence, by standing up<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">to the BRI memorandum, such as Italy, which indeed surprised<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">their American friends.\u00a0 Do you think what Italy has done, is<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">likely to trigger a similar domino reactions that the British<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">authorities had done before the rest of the European Union had<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">followed suit, regarding the AIIB?<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">ZEPP-LAROUCHE: I think the Italian memorandum of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">understanding with China can be the model for the relations of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">all European countries with China, not only in the bilateral<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">agreement, but to have a joint mission, for example, to develop<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">the continent of Africa.\u00a0 Africa will have 2.5 billion by the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">year 2050, and either the Europeans join hands with China and<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">other nations to industrialize the African continent, or you will<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">have the biggest refugee crisis ever in history.\u00a0 And the Italian<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">government, especially Prime Minister [Giuseppe] Conte has<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">already advocated that Italy intends to take the lead to bring<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">the Europeans into cooperation with the Belt and Road Initiative.<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">And the good thing is that, contrary to what some people think,<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Conte also has a good relationship with President Trump.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">So I think the strategic question, number one, is how do we<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">get development among many nations in the world, but finally, the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">United States must be brought into the Belt and Road Initiative,<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">because if you don&#8217;t do that, there is the danger of the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Thucydides Trap.\u00a0 But I think the Italian government is play a<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">very constructive role in all of these questions.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">YANG\u00a0: Secretary Pompeo has been selling the idea, wherever<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">he goes, that China will be a threat.\u00a0 Why are we so bad?<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Now, when we look at, say, our investment in the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">infrastructure building in Africa, it seems to amount to a<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">project, a mega one, of industrialization, a massive project of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">industrialization.\u00a0 What about the consequences arising from, for<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">example, the trade war that is just started between the United<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">States and China?\u00a0 What do you think of the impact of this trade<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">dispute between Washington and Beijing upon Africa, and our<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">business presence there?<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">JONES: It&#8217;ll be absolutely disastrous, because it will<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">hinder, it will place an obstacle in the free development of the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Belt and Road Initiative; it&#8217;ll raise suspicions that really have<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">no basis whatsoever.\u00a0 And it&#8217;s disastrous for the United States,<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">itself: President Trump is not going to be able to create a<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">strong economy in the United States through trade embargoes or<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">trade tariffs.\u00a0 He has to invest in infrastructure, he has to<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">invest in science and technology.\u00a0 And there are certain attempts<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">to do that now, over the last couple of weeks, in terms of the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">space program in the United States and the attempt to have a<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">discussion with the Democrats over infrastructure.\u00a0 But if he<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">doesn&#8217;t bring down these tariffs, if he doesn&#8217;t create a good<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">relationship with China, this is not going to work.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">China, in fact, can help in building infrastructure:\u00a0 They<\/span><\/span><\/span> <span style=\"color: #222222;\"><span threat covers many things, such as<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">ideology.\u00a0 Well, many say that the Cold War is making a comeback.<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">So, does it mean, Helga, that many African countries have to take<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">sides?<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: sans-serif;\"><span style=\"font-size: medium;\">poverty, the miracle which China has undergone in the last 40<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">years is admired by many Africans, and they are now demanding to<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">be treated more equally by the Europeans.\u00a0 They don&#8217;t want to<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">hear Sunday sermons and words about human rights and good<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">governance, and no investment.\u00a0 They demand from the Europeans,<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">direct investment and not development aid which disappears into<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">the pockets of the NGOs.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">So, I think we are in a period of transformation, where<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">either the West finds its way back to better traditions, like the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">humanist periods of the Classical period of 200 years ago, where<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">there was actually a much larger affinity between the moral<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">values of the European classics and China.\u00a0 For example, if you<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">look at the similarity between Confucius and Friedrich Schiller,<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">after whom the Schiller institute is named, they have the same<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">idea of the moral improvement of the population.\u00a0 Confucius talks<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">about the aesthetical education of man; Xi Jinping has put a lot<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">of emphasis recently on the aesthetic education of the students,<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">because the goal of this is the beauty of the mind, and this is<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">the ideal which used to be the case for Europe, and for the early<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span you see in the United States, there is a group<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">of style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">liberal system has reached a point of degeneration, where<\/span><\/span><\/span> <span style=\"color: trap&#8220; would hold any water?\u00a0 I would like to have your<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">thoughts very quickly.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">ZEPP-LAROUCHE:\u00a0 I think this is turning the truth upside<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">China involved, but all the rest are indebted to the Paris Club.<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">So the debt trap was created by the IMF before, and China is<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">actually giving many grants and \u2014<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">YANG:\u00a0 Do you agree, Bill?<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">JONES:\u00a0 I do agree with that.\u00a0 I think we&#8217;ve seen the debt<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">situation spin out of control, long before the BRI.\u00a0 We have<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">needed international financial reform that we have been talking<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">about, that Helga&#8217;s husband, Lyndon LaRouche has pointed out for<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">decades, prior to his recent death, of trying to change the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">financial system, in order to create credits for infrastructure,<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">instead of credit for repayment of old debt.\u00a0 These countries in<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Africa have been saddled with debt by the IMF, not by China.\u00a0 As<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">a matter of fact, most of the countries that are in the biggest<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">danger of their debt being a problem, are those which are not<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">involved in the BRI \u2014 countries in Africa.\u00a0 And therefore, what<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">has to be done, is really a reform of the international financial<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">system, in order to perhaps even write off some of this debt, and<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">to insist, as we go forward, that any debt that&#8217;s given out will<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">go to increase the physical production capabilities of these<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">countries, because if it does that, then it&#8217;s debt that&#8217;s going<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">to be repaid.\u00a0 But if it goes to repay old debt, or if it&#8217;s the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">casino society that we&#8217;ve known over the last 20 years, it&#8217;s<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">going to become a bubble, and we&#8217;ve got to change the way we do<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">business in that respect.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">YANG:\u00a0 What about financing vehicles, Bill?\u00a0 Is that a major<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">issue for the beneficiary countries?<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">JONES:\u00a0 What we actually need is the creation of something<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">like an infrastructure bank in the United States, which would<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">allow China to help invest in infrastructure there.\u00a0 Foreign<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">direct investment by China now becomes something of a problem,<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">because of the atmosphere that has been created by the neo-cons;<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">but otherwise, China could help with this.\u00a0 China has a different<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">orientation toward finance. Chinese finances to the Belt and Road<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">go to transportation infrastructure.\u00a0 It brings the countries<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">together, it creates a greater production capacities, and it has<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">become, I think, a template for how a functioning, how a healthy<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">financial system has to operate.\u00a0 We&#8217;ve got to get away from what<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">used to be called the &#8222;bankers&#8216; arithmetic,&#8220; in which money<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">chased after more money.\u00a0 The money has got to be used to finance<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">physical economy, and then it becomes a means of growth for the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">population, and is no problem in terms of repayment, because the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">population becomes richer.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">YANG:\u00a0 I wonder if you have followed very closely the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">development between Malaysia and China, on the construction of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">the east coast railway link, that has a lot to do with how we do<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">risk assessment, political and legal; and this helps us go back<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">to one of the earlier questions on the issue of transparency.\u00a0 So<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">do you think this poses a serious challenge to the prospects of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">the BRI in developing countries, some of which are young<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">democracies, according to Western standards?<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">JONES:\u00a0 Well, I think a lot of this is a matter of a<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">learning curve that the BRI has been through over the last five<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">years.\u00a0 The Malaysia situation was unfortunate, but it has<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">largely been resolved, and it&#8217;s been resolved because China has<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">been very flexible in dealing with the countries on the BRI, and<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">I think they have a clear indication, a clear orientation for<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">improving the situation in the countries in which they are<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">involved.\u00a0 And if problems arise, or if discrepancies occur, I<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">think they have shown a willingness to diplomatically resolve the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">problem to the benefit of the countries that are involved.\u00a0 And<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">they have to do that.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Look, a lot of mistakes were made by the Western countries<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">in terms of initial attempts to industrialize Africa, and as a<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">result of that, they left.\u00a0 They left Africa in the dust.\u00a0 China<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">is there, there may be some mistakes in individual cases, but<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">China learns the lessons and does not leave, and this is the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">important thing:\u00a0 Because the fortitude of continuing with the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">project, which is the most important project for mankind today is<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">absolutely necessary, and I think the Chinese government has<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">shown the fortitude necessary to move forward on this.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">So, yes, problems may occur.\u00a0 They have occurred in the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">past.\u00a0 They have been resolved, and I think they will be resolved<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">in the future, if they would occur again.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">YANG: The last two remaining questions will be about, first<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">of all, the alleged westward expansion of the BRI through the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">help ease tensions further between China and other countries that<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">have competing claims on the maritime stakes in southeast Asia?<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">ZEPP-LAROUCHE:\u00a0 I think the combined concept of the BRI and<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">the Maritime Silk Road is really a program for the reconstruction<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">of the world economy.\u00a0 And in the beginning, people said, &#8222;this<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">this railway from east or west or north or south, more beneficial<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">for China or for Russia?&#8220;\u00a0 And I kept saying, &#8222;don&#8217;t worry about<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">it, take it a couple of years from now and all of these networks<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">will grow into one.&#8220;\u00a0 This is why we published this report &#8222;The<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">New Silk Road Becomes the World Land-Bridge.&#8220; Because, if you<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">look at it from the standpoint of the evolution of mankind, it is<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: style=\"font-size: medium;\">continents, will open up all interiors, will connect the maritime<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">connections.\u00a0 And for example, Portugal and Spain and Greece and<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Italy, these are countries that want to be not only the hub for<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">the Eurasian Land-Bridge on the land line, but they also want to<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">be hubs for the maritime connection, connecting to all the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Portuguese-speaking, Spanish-speaking countries.\u00a0 So, I think<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">this will also grow into a World Land-Bridge connection.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: sans-serif;\"><span style=\"font-size: medium;\">points, but in the basic orientation, because what President<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Putin wants to do, is to take those countries which have been<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">traditionally associated with Russia and create some kind of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">common economic entity.\u00a0 But, the Belt and Road is providing the<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">investment for all of these countries, including Russia, which<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">benefits tremendously from it.\u00a0 And therefore, there is a means<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">of really bringing together the two most important countries in<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">Eurasia around a common goal of developing infrastructure,<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica, sans-serif;\"><span style=\"font-size: medium;\">transportation infrastructure, and improving the conditions of<\/span><\/span><\/span> <span style=\"color: #222222;\"><span style=\"font-family: Arial, Helvetica,
