Peru’s signing an MOU joining the Belt and Road<\/span><\/span><\/span> Initiative during the Second Belt and Road Forum for<\/span><\/span><\/span> International Cooperation April 25-27 has set into motion huge<\/span><\/span><\/span> economic development projects which China has been offering.<\/span><\/span><\/span><\/p>\n

Peru’s Volcan mining company and China’s port and shipping<\/span><\/span><\/span> giant COSCO signed an agreement on May 13 to construct a megaport<\/span><\/span><\/span> in Chancay, 50 km north of Lima. Chancay is a natural deepwater<\/span><\/span><\/span> harbor (maximum water-depth of 16 meters), capable of handling<\/span><\/span><\/span> today’s largest ships, but currently with no commercial port<\/span><\/span><\/span> capacity. Now it is to be developed into the biggest port on<\/span><\/span><\/span> South America’s Pacific Coast, and serve as a „continental hub“<\/span><\/span><\/span> for cargo between South America and China, with two specialized<\/span><\/span><\/span> terminals able to handle container, bulk, roll-on\/roll-off and<\/span><\/span><\/span> general cargo. Projected completion is in 28 months, with an<\/span><\/span><\/span> estimated 9,000 jobs (1,500 direct and 7,500 indirect) created in<\/span><\/span><\/span> the process.<\/span><\/span><\/span><\/p>\n

The signing ceremony was attended by Peru’s President Martin<\/span><\/span><\/span> Vizcarra and Transportation Minister Maria Jara, and COSCO’s<\/span><\/span><\/span> Chairman Captain Xu Lirong and Managing Director Zhang Wei, and<\/span><\/span><\/span> received great national media coverage.<\/span><\/span><\/span><\/p>\n

„COSCO Shipping will jointly cooperate with Peru to develop<\/span><\/span><\/span> the Port of Chancay into an important hub port in Latin America<\/span><\/span><\/span> near the Pacific Coast, which will promote regional economic<\/span><\/span><\/span> development. It will become the new link and bridge for trade and<\/span><\/span><\/span> economic exchanges between China and Peru,“ Captain Xu said at<\/span><\/span><\/span> the signing.<\/span><\/span><\/span><\/p><\/blockquote>\n

President Vizcarra called the signing <\/span><\/span><\/span><\/p>\n

„a milestone. Based on<\/span><\/span><\/span> mutual connectivity of the Belt and Road Initiative, the<\/span><\/span><\/span> companies from China and Peru jointly invested and developed the<\/span><\/span><\/span> Chancay Project, which lays a solid foundation for Peruvian<\/span><\/span><\/span> economic development,“ he said. <\/span><\/span><\/span><\/p>\n

„The construction of the Port of<\/span><\/span><\/span> Chancay will contribute to regional development, and we expect to<\/span><\/span><\/span> develop the Port of Chancay into one of the most important ‚hub‘<\/span><\/span><\/span> ports in South America, and a logistics center near the Pacific<\/span><\/span><\/span> Coast, which will promote regional trade and trade between China<\/span><\/span><\/span> and the Latin America.“<\/span><\/span><\/span><\/p><\/blockquote>\n

This new „regional hub“ begs the question of the continental<\/span><\/span><\/span> rail network which has yet to be built. Not surprisingly,<\/span><\/span><\/span> President Vizcarra raised the bioceanic part of that rail<\/span><\/span><\/span> network, in a\u00a0recent interview with Reuters.\u00a0Vizcarra<\/span><\/span><\/span> suggested that China \u2014 among others \u2014 could be a natural<\/span><\/span><\/span> partner to help finance and build the bioceanic railroad, because<\/span><\/span><\/span> it would be purchasing its products. He referred to the Central<\/span><\/span><\/span> Route, connecting Brazil and Peru through Bolivia. <\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
