In the foreign policy debate in the Chamber<\/span><\/span><\/span> of Deputies\u00a0Tuesday morning, Italian Prime Minister Giuseppe Conte<\/span><\/span><\/span> judoed all critics of the upcoming agreement between Italy and<\/span><\/span><\/span> China on the Belt and Road by describing the upcoming MOU as so<\/span><\/span><\/span> pro-European that it complies with EU guidelines and principles<\/span><\/span><\/span> and values as „nobody has so far done in Europe.“<\/span><\/span><\/span><\/p>\n

Conte said that the EU „will be strengthened by the Italian<\/span><\/span><\/span> approach.“ The MOU is not a treaty but a „programmatic agreement<\/span><\/span><\/span> outlining targets in the framework of the BRI, which is a large<\/span><\/span><\/span> project of international connectivity that Italy has expressed<\/span><\/span><\/span> interest for, already back in 2016.“ Italy’s interest „is<\/span><\/span><\/span> legitimate“ and responds to its „national interests.“ Italy wants<\/span><\/span><\/span> to increase its export in a „market of giant dimensions,“<\/span><\/span><\/span> increase investments in infrastructures and „enjoy the natural<\/span><\/span><\/span> economic advantages of the New Silk Road.“<\/span><\/span><\/span><\/p>\n

The negotiations for the MOU have lasted many months and the<\/span><\/span><\/span> text is „fully in line with the EU strategy.“ Furthermore:<\/span><\/span><\/span> „Nobody in the EU has done as much as we have“ to advance EU<\/span><\/span><\/span> policy vis-\u00e0-vis China. The MOU promotes European principles of<\/span><\/span><\/span> mutual advantages, reciprocity, intellectual property, level<\/span><\/span><\/span> playing field, etc. „Our approach to the BRI is the most<\/span><\/span><\/span> far-sighted and effective ever adopted in the EU.“<\/span><\/span><\/span><\/p>\n

In his reply, after a debate in which the opposition<\/span><\/span><\/span> distinguished itself in hysteria, infantilism and incompetence,<\/span><\/span><\/span> Conte reiterated the „finalities“ of the MOU with China:\u00a0 „First,<\/span><\/span><\/span> balance trade relations. Our exports to China are far behind<\/span><\/span><\/span> exports of our partners in the EU. Second, the BRI is a big<\/span><\/span><\/span> project of infrastructure connectivity which offers opportunities<\/span><\/span><\/span> to our companies. We have leading companies in know-how and<\/span><\/span><\/span> technology which will be able to participate. Third, the BRI is<\/span><\/span><\/span> of such a significance as to redefine major trade routes and we<\/span><\/span><\/span> don’t want to miss any chance to be part of them. Fourth,<\/span><\/span><\/span> protecting our strategic infrastructure is a primary,<\/span><\/span><\/span> non-negotiable objective.“<\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
