Jan. 18, 2023 (EIRNS)–CGTN today published on its English-language YouTube channel (which has about 3 million subscribers) a 14-minute video commentary by Schiller Institute founder Helga Zepp-LaRouche, on the occasion of the Davos World Economic Forum. CGTN’s introductory blurb asked the question: “How should world leaders work together in a volatile situation? Join Helga Zepp-LaRouche, founder and president of the Schiller Institute, to explore these talking points.” The video can be found here.

Helga Zepp-LaRouche:

The world economic forum has given its annual meeting the title “Cooperation in a Fragmented World,” and shortly before the Forum published their Global Risk Report, in which they present the results of the latest Global Risk Perception Survey. In that, they consider the current crisis, then the expectation of what many experts think will come out in the short term (two years), the most severe in the long term (ten years), in terms of the economy, the environment, society, and those geopolitical and technological risks that could become tomorrow’s crises. Then they consider how these different crises could evolve into a “poly-crisis” by 2030.

Concerning the methodology used to come to their evaluations, they report that they interviewed over 1200 experts from academia, business, government, the international community, and civil society between September 7th and October 5th, 2022. In other words, this Global Risk Report is not based on scientific methods, but rather on an Aristotelian method to arrive at the common denominator of the opinions of selected experts.

While there will also be attendance from countries of the Global South, who may try to set different accents, the World Economic Forum represents a good portion of the top global corporate establishment; and they clearly try to continue to push their agenda, which is an acceleration of the Great Reset, that they have been pushing before. It completely leaves out the optimistic perspective, for example, of the circa 150 countries working with the Belt and Road Initiative and their optimism that through investments in infrastructure, agriculture, industry, and international scientific cooperation, etc., most of the problems they insist will dominate the next years can be overcome.

Instead, there is a lot of talk about “progressive tipping points” and “catastrophic outcomes,” which are all designed to motivate the assembled business leaders and beyond, to adopt the program fitting the financial interests of the main financial players of the neo-liberal system. For example, in the section called “Natural Ecosystems; past the point of no return” they write:

“Human interventions have negatively impacted a complex and delicately balanced global natural ecosystem, triggering a chain of reactions. Over the next ten years, the interplay between biodiversity loss, pollution, natural resource consumption, climate change, and socioeconomic drivers will make for a dangerous mix.

“Given that over half of the world’s economic output is moderately to highly dependent on nature, the collapse of ecosystems will have far-reaching economic and societal consequences. These include increased occurrences of zoonotic diseases, a fall in crop yields and nutritional value, growing water stress exacerbating potentially violent conflict,” etc., etc.

The deep Malthusian pessimism reflected in such a statement makes clear that this report is more a program of their intent than a scientific prognosis. Because of human interventions, the world population has increased from a few millions after the last Ice Age to 8 billion. If there will be a fall in crop yields, then [it will be] only because of the Green demonization of modern agriculture. And if there will be a violent conflict, then only because the necessary development of new fresh water resources will be blocked by the Malthusian environmentalist agenda.

          Economic Risks in 2023

Unfortunately, I think that 2023 will see an escalation of the financial and economic crises. The central banks have tried to curb inflation by raising the interest rates rather rapidly. Then, as we could see for example in Great Britain, they had to suddenly go from quantitative tightening to quantitative easing again, because of the danger of a chain reaction of over-indebted firms; thus going back to the inflationary money pumping. Since the tendency towards hyperinflation is the result of ever more monetarist policies going for profit maximization at the expense of physical economy and the reckless liquidity injections following the systemic crisis of 2008 by the trillions of dollars, euros, and pounds, only an end to the casino economy could solve the problem.

What should be put on the international agenda is the reintroduction of a Glass-Steagall banking separation, which puts the commercial banks under state protection, but forces the investment banks to straighten out their balance sheets on their own without taxpayer money. Then, each country must create their own national bank, because credit creation must be under the sovereign control of the governments. These national banks must then cooperate to create a new credit system, which is only devoted to investments in projects serving the common good of the people. There are already efforts going on in this direction among many countries of the Global South — also, to create a new international currency.

While it is very difficult to predict the exact time when the systemic crisis of the neo-liberal system will come to a head, it cannot be excluded that the decision to have a complete reorganization of the international financial system could force itself on the agenda in this year of 2023.

Geopolitical Conflict Triggering a Chain of Reactions

Right now, unfortunately, the crisis over Ukraine — which is not a crisis between Russia and Ukraine, but between NATO and Russia — is accelerating in a dangerous way. I think it is extremely urgent that a diplomatic solution is found quickly to end the war. There are various efforts, like Pope Francis has offered the Vatican as a venue for negotiations, and I and a group of Latin American legislators have written an open letter to the Pope to mobilize people around the world to support this idea. We are also asking people to sign that letter. Also, President Lula from Brazil has been asked to mediate by several countries from the Global South; and also President Erdogan from Turkiye has made some efforts.

I think all of these proposals should be merged, because too much is at stake. But, I think because the crisis around Ukraine is so dangerous, the initiatives made by President Xi Jinping with the Global Security Initiative, together with the Global Development Initiative are probably the most important angle to solve the crisis. The Global Security Initiative is really a proposal for a new international security architecture, and obviously that must take into account the security interests of every single country on the planet for it to work.

I am aware that right now it does not look very likely that the countries of the so-called West would be willing to discuss such a new international security architecture, given the fact that NATO is trying to become Global NATO, and Japan and Great Britain have just signed the so-called “Reciprocal Access Agreement,” and the US, the UK, and Australia have signed the AUKUS pact. But the BRICS countries already have a higher GDP than the G-7; and 17 countries of the Global South are applying for membership in the BRICS. So, they are in the process of representing the vast majority of the human species. And the countries of the Global South have made it quite clear that they don’t want to be drawn into a geopolitical conflict between the West on the one side, and the China and Russia on the other side.

I think it is therefore quite possible that in the course of 2023, the financial crisis erupts even more dramatically, and that that will be the right moment to put the combination of the Global Security Initiative and the Global Development Initiative on the international agenda. I think President Xi is very right that security can only exist if there is development. So, I am sure that the vast majority of the countries who are striving to overcome the relics of colonialism, and who really want to develop into become modern and prosperous countries, would support such an intervention.

And then hopefully, the countries of the West can see that it would be in their best interest to cooperate with the Global Security Initiative, the Global Development Initiative, and the Belt and Road Initiative.

Global Risks in the Next Two Years

There are policy initiatives which can overcome the inflation by reorganizing the financial system, by addressing the root causes for the crisis. The excessive profit orientation at the expense of the physical economy clearly did not work. And what the World Economic Forum calls the geo-economic confrontation can be stopped the moment these CEOs recognize that win-win cooperation with the majority of the countries in the world would also be in their best interest; since to cooperate with growing markets with billions of people with growing buying power is for sure better than to go bankrupt in a crash. And the best way to cope with natural disasters and extreme weather events is to invest in basic infrastructure, water management, and scientific and technological progress in order to develop the technologies to have early warning systems, secure housing construction, and other means of adaptation.

Disagreements on Cybersecurity in Major Countries

There have been various attempts to have agreement between major countries on cybersecurity. There was an agreement for example in 2013 between Russia and the United States to establish a secure phone connection, and a working group to mitigate cybersecurity threats. In 2017, in light of the allegation of election interference made against Russia, Trump and Putin agreed to create a cybersecurity unit to prevent election interference and other cyber threats. Trump praised it as a big step forward, but was forced to backtrack only 12 hours later, due to massive pressure from Congress and the mainstream media. Then, in preparation work for the 2018 meeting in Helsinki between Trump and Putin, Russia offered the United States cooperation in the field of preventing cyberattacks on critical infrastructure — power plants, water supply and transport management systems, hospitals, banks, and so on. The corresponding provision was included in the joint statement of the Presidents of the two countries prepared by the Russian side for adoption at the summit in Helsinki. While the summit between the two Presidents worked well, all hell was unleashed against Trump afterwards by the same forces, and the agreement was not signed.

At this point, the trust between the West and Russia and China is at an historic low point. Under these circumstances, an isolated agreement on cybersecurity seems very unlikely. Therefore, a great vision is required on how a solution can be put on the table which addresses all the major problems together, such as a new, just world economic order based on such concepts as the Global Security Initiative in combination with the Global Development Initiative.

I think that we have reached a point in the history of mankind where we really must get serious about the international order of relations among nations, and how we can organize them in such a way that we can self-govern as a species which is gifted with creative reason. In an existential crisis, [such] as the one we are experiencing right now, and which is very likely going to get much worse, it is not the amount of money one owns that counts; but it is the quality of political leadership of exceptionally wise and moral men and women who have the ability to shape the future for the benefit of all humanity.

In Davos, there will be a great number of billionaires, millionaires, and hangers-on to power. It will be very interesting to watch if they are also up for the larger job required.

Aug. 28, 2022 (EIRNS)–China Aerospace Science and Technology Corp (CASC) announced on August 26 that China’s reusable sub-orbital space carrier made its first successful repeated-use experiment flight on Friday.

The suborbital vehicle launched vertically from the Jiuquan Satellite Launch Center in the Gobi Desert on Friday, Aug. 26 Beijing time (Aug. 25 Eastern), according to CASC, China’s main space contractor. It landed stably at an airport in Alxa Right Banner in North China’s Inner Mongolia Autonomous Region after finishing a flight in the sub-orbit as planned, according to the announcement. The short statement provided neither images of the craft nor information such as time, duration or apogee of the launch.

CASC’s statement declared the complete success of the flight test, and represents a leap in the development of China’s space transportation technology from single-use to reusable.

Song Zhongping, a space analyst and TV commentator, told the Global Times that sub-orbital carriers, which are used for sending payloads to about 100 kilometers above the Earth’s surface, could serve a variety of purposes such as ferrying satellites. The lifting-body and sub-orbital characteristics mean that the carrier has aerodynamic design and can conduct operations in sub-orbit. Such craft have more lifting power, Song explained.

Technologies required for reusable sub-orbital flights are very demanding, as the craft had experienced both the environment in space and that under the Earth’s atmospheric influence, experts said.

The latest successful repeated-use flight means that both materials and engine system of China’s domestic reusable sub-orbital vehicle can be reused, which is a great technical breakthrough and remarks a technical milestone, Song said. In a statement the CASC provided to the Global Times, the CASC said that it was working on a series of reusable space launch and transport systems, which will greatly boost the country’s space shuttle capability, lowering costs and empowering future development in this domain.

June 8, 2022 (EIRNS)–China has released the most detailed geological map of the Moon, a project which has been the lifelong goal of geochemist Ouyang Ziyuan, the inspiration for, and the chief designer of, the Chinese Chang’e program. Decades before China made the decision to launch a manned space program with an eye on the Moon, Ouyang was gathering data from previous lunar missions of both the U.S. and Russia.

The map is on a scale of 1:2,500.000. Based on the data of China’s Chang’e Project, and making full use of other international lunar exploration data and research results, through the study of the “strata,” morphology, composition, structure and geological age of the lunar surface, a new lunar geological chronology is being proposed.”

“The newly compiled map,” CCTV notes, “updates the Moon’s geological chronology based on a better understanding of the history of the lunar surface which has been categorized into three epochs and six periods. That trio of epochs have been classified as the early stage, dominated by internal geological activities, the middle stage which features both internal and external geological forces, and the late stage which has mainly external forces such as asteroid strikes shaping the Moon’s surface.”

Dec. 25 (EIRNS)—Following a flawless launch on Dec. 25, at 7:20 a.m. EST, of the James Webb Space Telescope from the Kourou Space Center in French Guiana, Greg Robinson, NASA Webb program director told a press conference: “The world gave us this telescope, and today we give it to the world.” Indeed, the building and crafting of this precision instrument has involved over 10,000 people from over 14 countries, working together over 25 years.

NASA tweeted, “We have LIFTOFF of the @NASAWebb Space Telescope! … the beginning of a new, exciting decade of science climbed to the sky. Webb’s mission to #UnfoldTheUniverse will change our understanding of space as we know it.” Using optics that can see in the infrared spectrum, this new “gift” to humanity will examine every aspect of our cosmos history, including a look at first galaxies formed 13.5 billion years ago, as well as the atmospheres of exoplanets, and hopefully answer questions about how planets formed and evolved. It also will observe the supermassive black hole at the center of the Milky Way. The Webb telescope is “unequaled in size and complexity,” the Indian web daily NDTV reported. To give the reader a sense of Webb’s magnification power, “#JWST can see the heat signature of a bumblebee in the distance of the moon,” Dr. John Mather Senior Project Scientist on the James Webb Space Telescope, Tweeted.

During the next “29 days on edge” the Webb will perform a series of complex tasks to ready itself for gazing into the deep space of our Universe. On day three its five-layer sunshield will begin to unfurl. It is “the size of a tennis court,” CNN reported. By day five the sunshield is expected to fully deploy, a process using 107 release mechanisms. Then two weeks into its flight the primary mirror will deploy, and its 18 hexagonal mirrors are to align into “precise positions using 126 actuators,” Florida Today reported. Once all the readying tasks are done, Webb will fire its thruster to travel to its destination, nearly 1 million miles from Earth.

Reflecting the “simultaneity of eternity” and man’s role in developing the Universe, it is noteworthy that the Webb telescope’s destination is what is known as the Lagrange 2 point. Its new home is so named after Italian-French mathematician Joseph-Louis Lagrange who in 1772 discovered five unique points of equilibrium between the forces of gravity of the Sun, Earth and the Moon. This L2 point will allow for the Webb to remain in an orbit with Earth, the Sun and the Moon on the same side as its solar shield while being close enough to Earth for communications. Webb project scientist Klaus Pontoppidan pointed to the lasting import of this “gift” when he said, “Webb will probably also reveal new questions for future generations of scientists to answer, some of whom may not even be born yet.”

Nov. 3 (EIRNS)–The National Natural Science Award was given in a ceremony on November 3 at the Great Hall of the People by President Xi Jinping to Gu Songfen from the China Aviation Industry Corporation and Wang Dazhong from Tsinghua University. Professor Gu was the first to develop an original design for a Chinese jet fighter in the 1950s. He was also instrumental in pushing China at an early date to move into the area of stealth technology and artificial intelligence.

Professor Wang Dazhong was the chief designer of spherical nuclear fuel elements, which are essential for fourth generation pebble-bed high-temperature reactors. He was leading the work on the first demonstration reactor at Tsinghua University at a time when the world was moving away from this technology. As a result of his work, China has now constructed two commercial pebble-bed reactors in Shandong province, the first of which is to be connected to the electricity grid before the end of this year. With the lead in this technology, China is prepared to become a major producer of these reactors for export.

Sept. 25 (EIRNS)—Today the Schiller Institute held an international webinar titled, “Reconstructing Haiti—America’s Way Out of the ‘Global Britain’ Trap.” The two-and-a-half-hour discussion featured elements of a proposed development outline for Haiti, as well as immediate emergency action required, and brought together experts, with ties to Haiti, in engineering, medicine and development policy. Today’s deliberations stand in stark contrast to the events of the week, which included the U.S. forced deportation of thousands of displaced Haitians from the Texas-Mexico border, back to Haiti, to disaster conditions from the August earthquake and before.

The six panelists were Richard Freeman, co-author of “The Schiller Institute Plan To Develop Haiti,” which EIR will publish this week for its Oct. 1 issue; Eric Walcott, Director of Strategic Partnerships, Institute of Caribbean Studies; Firmin Backer, co-founder and President of the Haiti Renewal Alliance; Joel DeJean, engineer and Texas activist with The LaRouche Organization; Dr. Walter Faggett, MD, based in Washington, D.C., where he is former Chief Medical Officer of the District of Columbia, and currently Co-Chairman of the Health Council of D.C.’s Ward 8, and an international leader with the Committee for the Coincidence of Opposites; and moderator Dennis Speed of the Schiller Institute.

Freeman presented both the dimensions of both the extreme underdevelopment forced for decades on Haiti, and also the essentials of a development program for that nation, in the context of development of all the Island of Hispaniola, and the Caribbean. He presented a map of proposed rail, nuclear power sites, safe water systems and other vital infrastructure. He showed maps of proposals that Chinese firms had made in recent years, but which fell into abeyance.

Firmin Backer pointed out that the USAID has spent $5.1 billion in Haiti over the 11 years since the 2010 earthquake, but what is there to show for it? Now, with the latest earthquake on Aug. 14, we can’t even get aid into the stricken zones, because there is no airport nor port in southern Haiti to serve the stricken people. We should reassess how wrongly the U.S. funding was spent. Firmin reported how Haiti was given some debt cancellation by the IMF years back, but then disallowed from seeking foreign credit!

Eric Walcott was adamant, “We need the creative genius of the world to bear on Haiti and Afghanistan.” He said, “leverage the diaspora” to develop Haiti. There are more Haitian medics in New York and Miami than all of Haiti. He stressed that Haiti is not poor; the conditions are what is poor. But the population has pride, talent and resourcefulness. Walcott made a special point about elections in Haiti. He said, “Elections are a process,” not an event. He has experience. From 1998 to 2000, Walcott served as the lead observer for the OAS, for elections in Haiti.

Joel DeJean, an American of Haitian lineage, was forceful about the need to aim for the highest level in that nation, for example, leapfrog from charcoal to nuclear power. He advised, “give China the opportunity” to deploy the very latest nuclear technology in Haiti—the pebble-bed gas cooled modular reactor. We “don’t need more nuclear submarines, we need nuclear technology!” He called for the establishment of a development bank in Haiti, and other specifics.

Dr. Faggett summed up at many points, with the widest viewpoint and encouragement of action. He served in the U.S. military’s “Caribbean Peace-Keeping Force,” and was emphatic about taking action not only in Haiti, but worldwide. He referenced President Franklin Delano Roosevelt, saying that “you can tell a lot about people, by how they take care of the health of their people.” He reported that, at present, aid workers in Haiti, are having to shelter in place, because of the terrible conditions.

But, he said, we should mobilize. Have “vaccine diplomacy,” and work to build a health platform in Haiti, and a health care delivery system the world over. He is “excited about realizing Helga’s mission,” referring to Helga Zepp-LaRouche, Chairwoman of the Schiller Institute, who issued a call in June 2020, for a world health security platform. At that time, she and Dr. Joycelyn Elders, former U.S. Surgeon General, formed the Committee for the Coincidence of Opposites.

Sept. 7, 2021 (EIRNS)—The three astronauts on the Tianhe space module made a video call to students gathered at an exhibition on the space station at the Beijing Science and Technology Museum in Beijing. Mission Commander Nie Haisheng encouraged the students to continue to study hard and “look to the stars.” We hope everyone can stay true to their aspirations, be innovative and inquisitive,” he said. “Let’s learn scientific knowledge and sail together into the stars, thus contributing to humanity’s peaceful development and use of space.”

The astronauts suggested three research projects the youth could begin working on: evaluating the effects of the space environment on human life, exploring new designs and configurations for future space stations, and figuring out how to process and package more Chinese delicacies into space food for astronauts. “We hope our teenagers can exercise their creativity and curiosity when tackling these topics.” Nie said. Yang Liwei, China’s first astronaut to venture into space, was also present at the exhibition. The centerpiece of the exhibition is a life-size prototype of the Tianhe core module of the Chinese stations. The event will also feature a team of renowned Chinese space experts and explorers as science communicators, headed by female taikonaut Wang Yaping, who gave the first science lecture from the Tiangong-1 space station in 2013.

July 28 (EIRNS)—The president of the Kurchatov Institute Scientific Research Center Mikhail Kovalchuk announced yesterday that his Institute and Belarus’s National Academy of Sciences had signed a roadmap to jointly establish “powerful projects related to new research infrastructure based on powerful installations—mega-sciences—[that] are now unfolding in front of us.”

Kovalchuk stated: “The program has also been launched in Russia and it is expected to become the world’s most accomplished research infrastructure in 5-7 years…. Importantly, both Belarus and Russia have the required tools. If we create this single infrastructural research space, we will become leaders in drawing other [Commonwealth of Independent States] CIS partners into this effort.”

He further said that “We have also proposed that a branch of the Kurchatov Institute be set up on the premises of the National Academy of Sciences of Belarus to strengthen integration and cooperation. Also, we proposed that a branch of the Moscow Engineering and Physics Institute be opened in Belarus in the field of new education.”

The TASS wire reporting on this announcement characterized the Kurchatov Institute National Research Center as “one of the leading research facilities in Russia and in the world. With its creation, Russia has set up a unique inter-disciplinary scientific and technical compound that comprises the Kurchatov specialized synchrotron radiation source (KISI-Kurchatov), the U-70 accelerator, the IR-8 and VVR-M neutron research reactors, the PIK high-flux research reactor, the T-10 and T-15 tokamak thermonuclear installations, plasma and other units.”

July 27, 2021 (EIRNS)—During the July 24 summit of foreign ministers of the Community of Latin American and Caribbean States (Celac), held in Mexico City, five nations joined with Mexico to officially establish the Latin American and Caribbean Space Agency (AECL). Mexico, Argentina, Ecuador, Bolivia, Paraguay, and Costa Rica are the current signatories, but when Celac heads of state meet in September, it is expected that several more governments will sign on. When a preliminary agreement on AECL’s founding was reached last October, participants expressed great optimism that space exploration and related technological and scientific developments and spin offs would be the best way to address the poverty and underdevelopment affecting all their nations.

The same sentiment was expressed by the foreign ministers who signed on July 24, according to Forbes Mexico the same day. The agency’s creation, said Ecuador’s foreign minister, Mauricio Montalvo, is the result of the “coordinated and harmonious work” within Celac which will “certainly be of benefit to all of our societies.” Costa Rican foreign minister Rodolfo Solano added that “in the case of Costa Rica, together with nations like Mexico, I find no more responsible way to celebrate 200 years of independent life than to think of the next 200 years, and see space as the frontier to be conquered.” And addressing the skeptics, or those who ask why poor nations think space exploration is an option, Paraguay’s foreign minister, Euclides Acevedo, put it this way: “We may not yet have satellites to place in orbit, but we are beginning to place in orbit those enemies of success, those apostles of failure, the mediocre and the resentful.”
